Senator Kearney gets parking tickets and pays parking meters like everyone else. In fact just last week, he received a parking ticket in downtown Cincinnati in the 400 block of Walnut Street.

Why does this not surprise me?  Unfortunately there are many in politicial offices that have a history of parking violation issues in downtown Cincinnati.  Wish I could do that on evenings when I go downtown by myself to City Hall meetings and have to walk places by myself.  As comfortable as I feel down there--the worry of myself being a victim of a random crime is always there.  I take as many precautions as I can, leaving early to find a good spot, circling to find somewhere well lit, waiting in my car until I see others walking in my direction so I can be closer to them...but picking a spot right out front that would otherwise be restricted would solve all that. 
Too bad we cant make a citizens arrest   police

You ought to write to Mr. Kearney and ask him for a business card, then you could do the same thing.

Or at least he must think so. According to my own eyes (a very reliable source to date), Mr. Kearney doesn't play by the same laws as us peons. Several times now I've observed him parking his car in the 400 block of Walnut St. in downtown Cincy. He uses metered spaces, but does not put coins into the meters. Instead, he places one of his Ohio Senate business cards in plain view on his dashboard.

 Having checked around, I cannot find anyone who believes this is legal. However, the Parking Enforcement personnel never ticket Mr. Kearney's car.
